Retainers
Ongoing arrangements tracked against the matters they cover, with terms and status visible to everyone who needs them.
A retainer is a promise about future work, and the thing firms lose track of is which work it was supposed to cover. Linking matters to the retainer they were opened under means the answer is a query rather than an argument.
The agreement itself lives on the record, so the terms being disputed are the terms everyone can read.
